The Los Angeles Superior Court keeps its probate work in the Central District. Local Rule 2.3 says every conservatorship, guardianship, probate and trust proceeding must be filed there, with exceptions that matter to Palmdale families. A decedent's estate may be filed in the North District when the decedent lived there or the petitioner does, and a trust proceeding may be filed there when the trustee's principal place of administration is in the North District. Local Rule 2.2 seats the North District at the Antelope Valley Courthouse on 4th Street West in Lancaster.

Filing in Lancaster no longer brings a hearing in Lancaster. In a release dated February 18, 2026, the court said the Antelope Valley Courthouse stopped hearing probate matters in person on February 2, 2026. It still takes probate filings at the counter and electronically, and it assigns those cases to a department created for Antelope Valley probate, whose hearings a judicial officer at the Stanley Mosk Courthouse holds on Thursdays and Fridays, excluding court holidays. The release gives three ways to be heard: appear by LACourtConnect, the court's free remote appearance platform; for anyone without equipment that works with LACourtConnect, come to a courtroom at the Antelope Valley Courthouse that has remote appearance technology and appear before the downtown judge from there; or go to Stanley Mosk in person. Papers must show the assigned department and judicial officer on the first page so they reach the right courtroom.

If an heir objects and the case turns into a long trial, it can move again: in a release of September 11, 2025, the court moved its probate long-cause trial courtroom to the Metropolitan Courthouse, 1945 S. Hill Street, Los Angeles, effective September 15, 2025. The court's probate filing page says parties with a lawyer must file electronically, while a self-represented family member may file in person at Stanley Mosk or at the Antelope Valley Courthouse clerk's office, (661) 483-5790. Opening the estate costs $435 for the first petition under the statewide fee schedule in effect since January 1, 2026, and every document filed in the case is open to the public.

None of this happens when the Palmdale house is already titled in your trust. Your successor trustee steps in, sends the notices a trustee owes the heirs and beneficiaries, settles the last bills and deeds the house to the people you chose. Your trust document does not move the house by itself. The deed does that. It runs from you as the owner to you as trustee of your trust, it describes the Palmdale parcel by the legal description on your current deed and by its Assessor's Parcel Number, and it is recorded with the county. With it you file the PCOR and check the box for a transfer into a revocable trust. Revenue and Taxation Code §62(d) says that transfer is not a change in ownership, so the Assessor keeps your Proposition 13 base year value and no supplemental bill is issued. On the $75 SB 2 fee, our trust transfer deeds claim the owner-occupier exemption in Government Code §27388.1(a)(2) on the face of the deed, so the fee is usually not charged on a deed moving your own home into your trust. It is charged on a rental, a second home and vacant land, capped at $225 per transaction. In the Antelope Valley that last category is worth a thought: a separate desert lot needs its own deed and pays the fee.

Two transfer taxes, and neither applies to your trust deed

Los Angeles County charges documentary transfer tax at $0.55 for each $500 of value. A deed of your own home into your own revocable trust carries the Revenue and Taxation Code §11930 exemption statement on its face, and the county tax line reads $0.00. Palmdale also has a transfer tax of its own. Palmdale Municipal Code Chapter 3.16, the city's real property transfer tax ordinance, dates from 1967 and says it is adopted under Part 6.7 of Division 2 of the Revenue and Taxation Code, the state Documentary Transfer Tax Act (section 3.16.010). Section 3.16.020 taxes a deed by which realty sold within the city is conveyed, when the consideration or value, not counting any lien that stays on the property, exceeds $100, at $0.275 for each $500. The County Recorder administers it under the same state law (section 3.16.100). Nothing is sold when you deed your home to yourself as trustee and nothing is paid, so the deed owes no city tax, even if a mortgage stays on the house. Palmdale became a charter city after the voters approved a charter on November 3, 2009, but its transfer tax chapter still rests on the state act. Palmdale is also not one of the five cities, Culver City, Los Angeles, Pomona, Redondo Beach and Santa Monica, that the Registrar-Recorder lists with special rates of their own.

Page fees change on January 1, 2027, when AB 2224 (Stats. 2026, ch. 292) sets the Government Code §27361 base fee at $15.00 for the first page and $4.00 for each additional page, with the county's other fees added as before. What Probate Would Cost on a Typical Palmdale Home

Zillow's Home Value Index put the typical home value in Palmdale at $499,832 for August 2026 (Zillow research data through August 31, 2026), and the table below uses that number. Under Probate Code §10810 the lawyer for the estate earns 4% of the first $100,000 of the gross estate, then 3% of the next $100,000, 2% of the next $800,000 and 1% of the next $9 million. Because the base is gross value, a mortgage on the house does not lower the fee. Probate Code §10800 gives the executor the same amount again.

Under $750,000: the primary residence petition

Palmdale's typical home is worth less than the $750,000 limit of Probate Code §13151. For a death on or after April 1, 2025, that section lets the person who inherits a decedent's primary residence in California, when the home's gross value is $750,000 or less, ask the superior court for an order that the home passed to them, without letters of administration and without waiting for a full probate. The petition is still a court case. It cannot be filed until 40 days after the death; it is filed in the superior court of the county where the estate could be administered, which for a Palmdale resident is Los Angeles County Superior Court; the filing fee is $435; an inventory and appraisal of the house by a probate referee must be attached (§13152(b)); the petitioner must deliver notice of the petition to each heir and devisee named in it within five business days of filing (§13151(b)); and nothing passes until the judge signs the order.

The petition also has limits a trust does not. It covers only the house the decedent lived in. A rental in east Palmdale, a vacant parcel or a second home does not qualify, and the bank and brokerage accounts go through their own procedure, with the small estate affidavit under Probate Code §13100 limited to $208,850 for deaths on or after April 1, 2025. A family that has to use §13151 for the house and a probate for the rest has paid twice. With a funded trust, the successor trustee deeds the house and closes the accounts without filing anything.

Palmdale Homes, Mobile Homes and Your Trust

The city, its size and its addresses

Palmdale incorporated on August 24, 1962, the first city in the Antelope Valley, and its voters approved a city charter on November 3, 2009. The U.S. Census Bureau's Vintage 2025 estimates put the population at 161,845 on July 1, 2025, against an April 1, 2020 estimates base of 169,413. Many people with a Palmdale mailing address live outside the city. Palmdale ZIP code 93591 also serves Lake Los Angeles, and 93551 also serves Leona Valley and part of Quartz Hill. Those communities are unincorporated parts of Los Angeles County.

For your trust, the city line matters in one place and not in the others. The deed goes to the same county recorder, the property is assessed by the same county Assessor, and any probate is filed and heard the same way. Palmdale's own transfer tax, though, applies only to realty sold within the city, so a later sale by your successor trustee of a Lake Los Angeles or Leona Valley parcel would owe only the county tax. Because the address does not settle which side of the line a parcel is on, every deed we prepare describes the land by its recorded legal description and Assessor's Parcel Number, copied from your current deed, rather than by street address.

Mobile homes and Palmdale's space rent ordinance

Palmdale has mobile home parks, and a mobile home on a rented space is not funded into a trust the way a house is. A home on a rented park space is normally titled with the California Department of Housing and Community Development (HCD), not recorded with the county, so a grant deed does not move it. HCD publishes three checklists for changing ownership into the name of a trust: HCD RT 804.6 for a home on local property tax with an HCD certificate of title, HCD RT 804.7 for a home on yearly registration with an HCD title, and HCD RT 804.8 for a home on yearly registration that still has an older DMV ownership certificate, the pink slip. Which one applies depends on your title and how your home is taxed, so bring the title or registration card when you start the questionnaire. If you own the land under the home, the land is deeded to the trust like any other parcel.

Palmdale Municipal Code Chapter 5.44, the city's mobile home space rent control ordinance (Ordinance 1662, October 21, 2025), adds a reason to plan this carefully. It allows a park owner to raise a space's rent by any amount upon a vacancy (section 5.44.060), and otherwise limits increases to once every 12 months, by the lesser of 75 percent of the increase in the CPI or five percent of the current space rent (section 5.44.070). The ordinance's definition of vacancy (section 5.44.020) excludes a transfer to a spouse, former spouse, parent, child, trustee, conservator, heir, joint resident or personal representative who acquires the mobile home through the death of the homeowner. That list names a trustee and an heir, so a transfer through your trust after your death should fall within it, though a park owner could read the language differently and the ordinance does not mention living trusts by name. Separately, section 5.44.060(C)(1) allows a vacancy increase only when the residency is terminated voluntarily or lawfully terminated for just cause, and moving the title to yourself as trustee while you keep living in the home does not end your residency.

Anaverde and Mello-Roos special taxes

Some Palmdale subdivisions were financed with Community Facilities District bonds, which are repaid by special taxes on the homes. A September 4, 2018 City of Palmdale staff report describes one: the City Council formed Community Facilities District No. 2003-1 (Anaverde Public Improvements) by resolution on August 23, 2004 to finance infrastructure for the Anaverde development, with four improvement areas, and on February 23, 2005 the City issued $30,000,000 in special tax bonds for Improvement Area A, payable only from special taxes levied on property in that area. The same report says no special taxes had been levied in the other three improvement areas, so not every Anaverde home carries this tax. A special tax of this kind is levied on the parcel. Deeding the house into your trust does not add it, and it does not end it. Your successor trustee keeps paying the property tax installments, special tax included, until the house is distributed or sold, and a trustee who sells must deal with the tax in the sale. Your property tax bill shows whether your parcel carries one.

Vacant desert parcels and the $69,625 affidavit

Owners in the Antelope Valley sometimes hold a lot or acreage apart from the house. Each parcel needs its own trust transfer deed and its own PCOR, and on vacant land the $75 SB 2 fee is paid. If a cheap parcel is left out of the trust, Probate Code §13200 offers an affidavit for real property of small value, but only when the gross value of all of the decedent's California real property, not counting property that passes outside probate, is $69,625 or less for a death on or after April 1, 2025. The affidavit is filed with the superior court no sooner than six months after the death. A house left in your name together with the lot will usually put the total over that limit. The simple answer is to deed the lot into the trust when we deed the house.

The San Andreas Fault

Palmdale sits close to the San Andreas Fault, which crosses the Antelope Valley Freeway just north of the Avenue S exit and runs west along Elizabeth Lake Road into Leona Valley. A trust does not change your insurance. It changes who can act. Once the deed is recorded, have your insurer add the trust, or you as trustee, to the homeowner's policy and any earthquake policy, and file the declarations pages with your trust papers. If the house is damaged while you are ill or away, your successor trustee can file the claim and hire the contractor for a house the trust owns, and the durable power of attorney in the package reaches anything that was left outside the trust.

Plant 42, aerospace jobs and retirement plans

The federal government bought the Palmdale airport in 1952 and established United States Air Force Plant 42 there, and aerospace became the main source of local jobs. Plant 42 houses major operations of Boeing, Lockheed Martin with its Skunk Works, and Northrop Grumman. If much of your savings sits in a 401(k), a pension or employer life insurance, remember that none of those pass under a trust or a will. They go to whoever is named on the plan's beneficiary form. Part of preparing a Palmdale trust is checking each form against the trust, including the contingent beneficiary, so that a retirement plan does not end up paid to an estate that needs probate.

When your children inherit the house

Keeping the house out of probate is one question; the property tax bill your children inherit is another, and the trust does not answer it. Proposition 19 lets a child keep a parent's taxable value on the family home only when the child moves in as a primary residence and files for the homeowners' exemption within one year. For transfers from February 16, 2025 to February 15, 2027, market value above the taxable value plus $1,044,586 is added to the assessment. The child files form BOE-19-P with the Los Angeles County Assessor. A Palmdale house the children rent out is reassessed to market value.
